BTW, you may wish to overhaul & add to this Taiwanese entry:

as your Chinese title is way off. I'll clarify it for you as:流氓皇帝 'Liu Mang Huang Di' aka 'Hoodlum (or Vagrant) King' directed by Cheng Kang (Ching Gong). I'll defer to those who's seen it but I bet it's about gambling and/or conmen so you may also wish to reconsider the genre other than just an 'action' piece. Please note this title is akin to his Shaw Bros. conman/sting title 'Gambler's Delight'. Anyway here's a 1977 Cinemart poster image for you guys to chew on: Image
