The Bi Un ID looks trustworthy because the name 飛雲 is listed early on all 3 movies (see the posters) with that actor and he is always one of the main villains.

Toby Russell wrote me that he thinks it looks like the same person. I checked a few movies and agree that it LOOKS like the same person. If you want you can check a few movies, I guess many are on youtube.
