Can you describe his roles more ?
It's been a while since I looked over the films, but Secret Executioners at least is unforgettable, as it's arguably one of the most laughable action scenes of all time

Our fat friend here, fights against another middle-aged Westerner and it's clear that neither has had any martial arts training whatsoever, despite his admirable attempt at Snake Fist style

So, unless he trained for those 10 years between the films, I doubt it's the same guy as you described.
In Mission Thunderbolt, I believe he just stands around then gets shot, I think he's on screen for less than 30secs.
Similarly, in Struggle For Leader we don't get to see him fight (for lack of a better term

), I think he's just drunk and belligerent, and again is only in it for less than 30secs. But I only watched Ninja, Phantom Heros U.S.A. , so in the original film he might have more to do.
