as your Chinese title is way off. I'll clarify it for you as:流氓皇帝 'Liu Mang Huang Di' aka 'Hoodlum (or Vagrant) King' directed by Cheng Kang (Ching Gong). I'll defer to those who's seen it but I bet it's about gambling and/or conmen so you may also wish to reconsider the genre other than just an 'action' piece.
