According to HKFA, they are the same person.

Can anyone confirm and update? Thanks.

Not sure.

Although sometimes the production manager of a movie does a brief appearance as an actor in the movie, SCY never appears as an actor in the movies he produces and viceversa.

Shiu ching yee= Siu jing yee?
