It is a pretty good movie. I heard it was based on a true story. Is that true?

YES! I have heard that it is a true story. The guy was really a race car driver also. The woman that was slapped in the club was supposed to be Anita Mui! The Tiger was a real life friend of her.

Here are some clips from: VideoHound's DRAGON: Asian Action & Cult Flixs. Written by Brian Thomas, Visible Ink Press:

Simon Yam stars in this gangster epic, loosely based on the life of triad tough Andely Chan. Chan Yiu-hing is a young Wanchai Distict triad member who dreams of winning Grand Prix races, but the best he can manage is a job as a parking valet, borrowing cars so he can race his buddies in the streets.

AND

He gains fame in the tsbloid press for accosting a mob boss in defence of film star Rose (a fictionalized version of an incident involving Anita Miu), but his activities increasingly irritate the triad elite. Rather than eliminate him outright, they decide to try to force him into dealing drugs for them touching off a war in Wanchai.
