Sleeve Scan: FALCON 1991 (or just THE FALCON?)

Another signout from my local library. This has the Chinese title characters, which are not in the DB, as well as the director at the bottom of the sleeve front:

Added chinese title, english alias, director and changed year (according to the Taiwan Film Database)

Should the DB title and it's alias be swapped for this movie? "Falcon 1991" doesn't appear on the sleeve (at least on the tape I saw) or on screen. Not sure why a 1989 film would stick 1991 after the title, really....
