TAOISM DRUNKARD
It's defenitly not Lau Fong Sai who is dressed in rags,
picture hosted by HongKongCinemagic
but a unknown actor who can only been seen in some of the Yuen movies.
You can read a little more about him
HERE and
HERE.
There is a great change that he is
Hoh Tin Sing.

Agreed. It is not Lau Fong Sai. I removed his name.
Added Lam Gwong Wing who plays the victim at the first scene.

Lam Gwong Wing is that fortune teller, who gets killed by Shun Yee?
The woman in that scene is played by the same actor as the guy in rags!

Lam Gwong Wing is killed at the beginning and appears later together with Wong Yiu as monk.
Good news:
I think I identified the actor you search the name! You was right: his name is very sure Hoh Tin-Cheng. I merged at the database that name with the only slightly alternate Hoh Tin-Shing.
My proofes for the ID:
I checked "Taoism Drunkard" and I think he must be the Hoh Tin-Cheng of the cast list. Other good proofes:
The name is in the crew (mostly assistant director) of many movies the actor appears:
Rage of the Wind (a few years before his work with the Yuen Family)
Lackey and the Lady Tiger
The Champions
Shaolin Drunkard
Drunken Master
Legend of a Fighter
and I guess a few more
I was very happy to find him in "Rage of the Wind".
Added more movies and a image to Hoh Tin-Sing. If someone have time he can add more role names.

There's a difference in characters between the credits on Taoism Drunkard (何天成) and those on (何天誠) Drunken Master and Snake In The Eagle’s Shadow. As far as I know, I don't have these names in characters on other movies.
As you see the difference is only in the last character, but I think we should follow the rule: different characters = different persons, unless we have proof it is the same person.
Do we realy have the proof it is one person? (believing is not enough)

I think it is for sure the same person. The difference is only small and the two names are both listed as assistant directors or crew members of Yuen Clan and Ng See Yuen productions. It is very unlikely that there are two different ass. directors for the same director at the same time with only a small difference at the third character (who means the same name in English).
Other opinions?

I THINK it's the same guy too!
But still the difference between 成 and 誠 is not just a little difference. It are two different words. The first means; become, accomplish etc. the second; sincere, honest, etc. It's true they sound the same in Mandarin, but, as far as I know, there can be slight differrence between them in Cantonese.
It would be nice if we could realy PROOF they are the same guys.
