Are these actors really three different people, working with nearly the same name around the same time (1999-2004) ?

The first and second are almost certainly the same person. Chen Bor Yuh is probably somebody different though, since his/her 2 films are Taiwanese rather than HK productions.

I can grab the credits for Rules Of The Game if it helps - they're pretty complete-looking already though.
