I think they are two different actors.

Lo Hoi-Pang is a famous supporting actor in HK who debuted in the 70s.

Leo Lo is a "young" new star, debuted in the 2000s.
As well as "Killer 2" (2003) he worked on "Memento" and "Salon Beauty" (both from 2002), which never have been attributed to Lo Hoi-Pang in english sites...
