are one person.

In "Stooges in Hong Kong" and other movies with the name Chow Chi-Fai in the cast list has Chow Fai big roles and is uncredited.

In the hkmdb cast list of "Bodyguards of the Last Governor" with Chow Fai are both names, but if I remember it correct only Chow Chi-Fai is in the credits.
