I think you're right that Lui Ban is Tsung Hua.

In the opening titles of the movie is listed "Lui Ban as Lu Da" (?? role name: ??) and that is the correct role name Tsung Hua is called in the movie.

Strange is that the HKFA has Tsung Hua 3 times in the cast list:

??? (???) Zhou Zhong-Zhi as Lu Da, Zhou Zheng-Zhi is the birth name of Tsung Hua according to his DVD bio
?? (??) Tsung Hua as Da
?? (???) Lui Ban as Lu Da

Must be a mistake because different sources (credits, articles, seeing Tsung Hua in the movie,...). Because of the same character names, it helps to see that all three actors names belong to the same person. Lui Ban is the only name of the three listed in the opening credits.

If no one objects I merge Lui Ban with Tsung Hua.
