It is not Benny Lai Keung Kuen. Chong is played by Benny Lai Chun (Naked Weapon).
Yes, the bald rich boss is Lau Siu Ming.

I haven't actually watched the film for ages - who's Chong? Do I have a picture of him? And if he's not Benny Lai, who is the guy in the pictures?

I haven't watched the movie a few month. But I know that the actor at the images is not Benny Lai Keung Kuen/Lai Kuen. And his name is not in the cast list.
I know from the cast list that Benny Lai Chun plays "Chong", but I also not know now if that is the actor at the images. I take a look in the movie today and post it tomorrow if I know who is "Chong".

Unfortunately in the whole movie isn’t mentioned the role name of the actor we search (Paul Chun’s informant). I guess it is a Mainland or Taiwan actor.

The crane driver looks less like Liu Kai-Chi to me today, but he definitely triggered my newly developed Liu Kai-Chi sensor when I rewatched that last action scene the other day...
