They are homophones, but considering 毛 and 茅 are both real last names and we don't know either of their full names, I would vote no to a merge for now.

Ok, as You like, but I am not convinced that these are really different people working same time in same country in same job...because before we had several cases where people existed under 2 names as 王 and 黃 even, which seems even more unlikely... (I admit I can't recall those strange cases were in HK or Taiwan, cantonese/mandarin)
