I've skipped through this video (parts 1 & 2).
The front credits mention two actors. Umino as the male, and Shek Man Gwan as the lady.
The lead actor, presumably Umino, addresses the camera for a few minutes at the end.
End credits also whow him to be either the screenwriter or story writer.

At a glance, he appears to be a Taiwanese version of Tora-san, perhaps the most successful series of films in Japanese history.

"Pao Tao Feng Yun" is not the romanization of ????

???? would be "Tai Wan Biao Ju" (Taiwan Escort)
