Why do you think it's Taiwan?
I think it should be Hong Kong. All the actors are Hong Kong actors (including 2 TVB actors - Sheren Tang and Kam Hing-Yin), there is a Hong Kong stunt team (the one with James Ha and Ridley Tsui), all the crew members are Hongkongers and the movie seems to be shot in Hong Kong.
