I did not see the great Anthony Wong in either the credits or the movie.

I believe this credit is wrong.
The distributor is Golden Harvest.
The filming company is EVER Regal Films, unlisted, which has a similar characterization.

There should be enough films to ID these :

I've seen this police actor in many movies. Very difficult to capture a good image.
