I though it's him, but he appears in the movie for 1-2 seconds only, so it's hard to catch his face clearly.
Now that you said you also think it's him, I think there is a better chance that we are right, but I'll check him once again in the movie.

I'm 99% percent sure on the Street Fighter image, but I can't be positive about a match with the one from Fighting Fists. The big mustache makes it difficult.

And also is there any clip with Ishibashi Masashi from Street fighter or another movie, maybe on YouTube or other websites? I want to see him in motion to compare with the old guy.
