There is certainly a resemblence there. My only thoughts against that ID is that by 1990 Kar Lok was garnering much larger roles than a background actor. It does fall into his filmography in a nice spot though, in the middle of what appears to be a 3 year lay off.

There was no 3-year lay-off.
He was still part of Sammo's stunt/crew team, he was doing some backstage works, and at that time he could appear at any kind of role, big or small - he wasn't freelancer back then, Sammo's community was as one big family, so it didn't bothered them much if they have big or small roles - all for the sake of the movie, that the movie will be good. :)

Although, I haven't seen this movie yet, I also think it's Ka Lok

Thank you, Ekisha

I also think that a guy who's standing on the right from Ka Lok might be Mak Wai Cheung, not sure though

Excellent point - i didn't look past his acting credits to see that he had work in both 1989 and 1990.

Why not?
Chin Ka Lok is listed as an actor in Thunderbolt, also he doubled for Jackie Chan.
And if you look througly to sauna scene where Jackie tries to find his sister, you can see him as an extra. He is also a thug!So if i'm correct there's a big possibility for Chin Ka Lok being in a tiny role in Saga of the Phoenix (1990).

Ok
1 vote against Ka Lok's ID (Michael Kistner)
3 votes for Ka Lok's ID (ekisha, Gaijin, Teddy Wong)

Should we add Ka Lok to the movie?

Maybe anybody else is willing to vote?
