If I am right it is this guy
He is
one of HKCM's unknowns and I don't think he is Ching Gong.
I got this portret of Tong Chung-San. He doesn't look like yours, I believe.

Ching Siu-Tung, Chu Gam and Lam Wai Tiu are not at the images you posted.
The Yi Fung image is correct. His image at "Gambling for Head" looks like a second image of Yee Kwan. Yee Kwan and Yi Fung are both casino clerks in the same scenes.
