Unknown 90's actor appear as Mr Cheung, triad boss of Bill.
Although, he has oxygen mask on, his signature hair and feature is recognisable. The actor credited with the role is Ho Chi Moon.

I would very much like to see a better picture of the actor from the 1993 movie. In my eyes that picture is not good enough to make an ID.
