Starts off as a piece of fluff about rowdy police cadets, then shifts gears into a comedy-romance as a new cadet (Ray Lui) makes a name for himself through his powers of negotiation. Then it changes into a brutal dramatization of the shifting balance of power in a corrupt pre-ICAC police department. It would have been a little less confusing if the transitional intertitles had been translated.
